93 Seeing that limestone is an industry on which great numbers of the inhabitants along that river depend for a livelihood, it would seem desirable that no time be lost in definitely establish- -ing owner's rights. The fact that the Fei-shu quarry, whence the Kuangtung Cement Works obtains its exclusive supplies, was confisca -ted by the late Government would go to show that the titles to other quarries on the river must have been in order, as otherwise it is presumed that they also would have been sealed up. The scope of enquiry, therefore, would appear to be limited and definition

The above mentioned official quarry figures on the list of licensed quarries, which the Bureau of Industry was good enough to furnish to the Green Island Company's local representatives, but it has been ascertained that they cannot hope to obtain a share of its output against their competitors likewise an official undertaking. From the quarry at Yingte they, as stated above, can obtain nothing. Two other quarries on the list are situated on the

island of Hainan, but the expenses of transport add so greatly to the laying down cost of stone that they could obviously only be

considered as a last resort.

With regard to the Chinchou quarries enquiries are being prosecuted as to their capacity for delivering stone in requisite

thes quantities. It can, however, hardly be expected that they have on

hand a stock sufficient to justify immediate re-opening of works el

closed dorm.

One immediate solution, therefore, remains, and that is the

removal of the present embargo on stone quarried in good faith

under conditions until August last perfectly legal, and His

Majesty's Consul-General would welcome any suggestion in terms of

which such could be brought about without prejudice.
